How do I make a person's eye competely black? I know there are contact lenses, but they're kind of out of my budget range. Is there anyway in the editing process to edit a person's eye to make it black??

You can do it frame by frame with Photoshop.

I know you said you didn't want to spend too much money, but for $145.95 you can get black sclera lenses (completely black eyes, not just the pupil) from lensquest.com. They also have the same ones from Frightshop.com for $69.90

As a FX guy I would be remiss in not telling you all that taking the eyesight of your actor or yourselves in your hands is NOT smart. These full eye (Sclera) lenses are dangerous and should be fitted properly. Not to mention you cannot wear them for more than 30 minutes at a time. Lastly, buy contact lenses from a reputable vision care expert not a halloween store. One lawsuit and you could lose everything you own. Not to mention potential criminal liability it opens you to.
All that being said, it DOES produce a cool effect and I can understand why you want to use them. I would consider the CGI route or reconsider the effect. Either way is better than potential accidents.
