I know it's not a horror flick, but it's a really bizarre movie about these people strung out on speed. It stars Brittany Murphy, John Leguizamo, and one of the girls from American Pie. I picked it up at Blockbuster. Although its not horror, a lot of the effects in it could be very interesting if applied to a horror storyline. Check it out.
