N/M I found out that the place I was planning to film at was owned by the state and wouldn't let me shoo there. a******s, they probably think I'd still some 17th century pot off the shelf, now I gotta rethink my plan

Two methods I've used to get around writer's block.
1. Stick it in a drawer and don't think about it for two weeks. Sounds too simple, but it works. The answer will likely hit you while you're in the shower at the end of the second week, so keep paper and pen on the toilet tank (you think I'm kidding, don't you?)
2. Start writing down questions about what you're stuck on and then write down all your brainstorms as to the possible answer. Believe it or not, writing them down helps you do and end-run around your mental block, because you're engaging a different part of your brain.
Sorry to hear about not being able to film where you want. That's the government for you.

just forget about for awhile, and start something new. take a break listen to music, sooner or later your muse will come back.

Writers Block sucks!
I've started a story idea back in 1989, a cool idea and really worked on it for almost a year... all I have to show is 50 pages...
so I decided to scrap that idea and started a new one... and ended writting a monster of a script.
sometime writers block is an inside feeling that your great idea isnt as great as you have thought or then I could be wrong...
One day I will tackle that story...
As for you location problem, you could try to shoot some footage elsewhere and merge it with footage of the outside location.
