WELL YOU NEED TO KNOW A BIT OF SFX MAKEUP TO BE ABLE TO DO IT, BASICALLY YOU NEED TO SCULPT, MOULD AND CAST IN FOAM LATEX THE SLIT THROAT AND YOU HAVE TO SCULPT IT ADDING THE BLOOD MECHANISM (SMALL FLEXIBLE TUBE) UNDERNEATH THE CLAY SO THAT WHEN YOUR WOUND IS READY IT HAS ENOUGH THICKNESS TO HIDE THE TUBE, THEN IN THE PROSTHETIC YOU CARVE THE SPACE WHERE THE TUBE GOES AND GLUE IT INSIDE FINALLY YOU APPLY IT TO THE ACTORS NECK AND PUMP THE BLOOD (THERE ARE MANY DEVICES TO PUMP THE BLOOD IN THE TUBE)
LIKE I SAID IS FAIRLY EASY BUT YOU NEED A BASIC SFX KNOWLEDGE FOR DOING IT.

A cheat on this would be to make a simple two part appliance makeup for the neck with the equivelant to zip strip running through it that could be pulled open by the person holding the knife as he draws the blade across the throat. Then on the back side of the blade hide the plastic tube that will pump the blood into the wound as the knife is drawn across the neck. All the effects would be accomplishe by the person holding the blade.

also unflavored geletin. works good. put it on actors neck thin. let dry then pull away a slit. color and add blood. add fish tank small tubing with a sirenge needle cover with side of hair and pump away....

Liquid latex on toilet paper for a base... run some tubing around the back of the neck to gush some blood... have the draw/slice string attached to the knife and an extra blood tube running down along the blade itself.
You should be able to get several different angle shots from this and it'll only cost you about 20-30 bucks.

liquid latex is clear, or has a slightly yellow cast to it. A good and cheap way to color it is to use acrylic latex paints. Just be aware that when it dries it will be about two shades darker than when it is wet.

Wanna know how to portray a slit throat on camera without using complicated molds / appliances / latex / hoses / pumps? Simple!
Here's one from the "no-budget" archives ;D : fill up a clear plastic bag (Ziploc does well) and fill it up with a red liquid and / or fake blood, then poke a small hole in it with a pin or the tip of a pencil. When you slit the guys throat on camera, have him reach up and clutch his throat --- while, in reality, having him clutch the small bag as well --- and presto, when he squeezes, blood comes gushing out!
Sure, it may sound corny and cheap, but it actually works pretty effectively on camera for those of us who don't have any experience in makeup F/X and very little cash...That is, if your actor does a good job of hiding the bag from view of the camera.

And then there's the use of a dull, preferrable plastic, knife...with a hose running up the arm, of the attacker, and down on side of the knife blade.
The blood pump, from Kragen's for about 5 bucks, is used to pump blood up to the knife during the cut.
Use the knife to control the shape of the blood laydown during the cut.
This is how you do slit wrists, cut chests, etc...when the body doesn't need to be opened up completely anyways.

Another cheap effect is white tak. just get enough white tak to cover the victims throat and slice a line on it. You can do a separate shot with a pipe running up behind the white tak squirting out blood. simple but very effective.

quick appliances can be made for slit throats and almost any other wound you can think of. All you need is clay liquid latex and and some other basic make up materials. Just sculpt a reverse of the wound into a flat peice of oil based clay and paint a thin layer of latex over it. when it dries, pull it out and latex it to the victims throat. Then apply the makeup to color it. Add blood or the optional syringe and tubing.

if you are slicing the neck you could always use a tube with a blade on it just pumping the blood onto the neck.
if you have the means you could an oxegen breather and poke holes on the inner side. wrap the tube around both ear and cover most of it with the actors hair.
I would recomend buying a prosthetic of a slit throut or a large gash or having a custom one made. Ben Nye make excellent foundation make up and with a little cotton and a bit of latex you can cover any exposed tubing. connect the breather hose to a blood mix bag and make sure you have a bit of air trapped inside.
this way you can control the blood flow, plus if the actor is attempting to speak you can push out blood bubbles from the throut when needed.

For the final scene in Death4Told, we used the technique Sightunseen described only our blade was filed down in the middle to look like it was deeper in the actor's throat as it was being pulled across. We only had a few shots at it since the blood gets on the clothes and we only had enough outfits for a few takes and that was the only day we had to do that scene.
When the blood gush wasn't gushy enough, we added some blood in post using After Effects. Taking video of blood squirting out of a tube, we masked off the blood, rotated and distorted it to fit the neck and added it to the final shot of the neck slice. It required a little bit of tweaking and wasn't something we planned prior to post, so it was by luck that we were able to find something to work. The final throat slash looks pretty good though.
