You can go about this two ways, either make your own prosthtics or build it freehand.
to build it you will basically need to make a plate mold. To make a plate mold just pour so ultra cal or plaster of paris into a container. wait till it dries. Remove it from the container and sculpt wounds on it, you can also sculpt in the staples but i would use real one if i were you. Also make sure to add in some pry points, these are just little blocks of clay placed near at edges so that you can pry the two halves apart. Now vaseline any of the exposed cement surfaces, place it back into the container and pour more cement on it. Once that is dry pry the two halves apart and clean out all the clay. Now fill it with whatever material you like, i prefer gelatine, looks good and blends easily. Apply to the actor and then using spirit gum add in the staples. To add in the staples you will need to cut off the sharp peice so that you basically only have the flat top left.
To do it freehand you just need to biuld the cuts on your own using gelatin or wax or tuplast (skin plastic) and then add in the staples like i mentioned above.
You could also just buy so regular prosthetics of and cuts that you want and apply those and again add your own staples.
Wichever method you choose always add your own modified staples at the end, anything that has been sculpted into a prosthetic that looks like metal is usually painted up like crap, it's hard to get a good metal look with paints

How stapled up is the characters face supposed to be? I would like to add that you should use the big staples from a staple gun so that the effect is more visible and because they are pretty much the same size as surgical staples. I couldn't agree more with the statement about trying to paint appliances like metal.

get some staples... cut them down to size if you must, use a glue gun and put a glob on each end... set it down on wax paper, let dry... use spirit gum or liquid latex to help apply to face.... for good thick fake blood that wont run, try mixing close up red toothpaste with red food colouring....
