I was wondering if anyone could help me with a "look" for my film. Basically I want some scenes to look like the game Silent Hill 3, in that it looks like a vision of hell, or a "painting." Could this be achieved with After Effects?

Pretty much anything can be achieved with after effects. If you can give a few more details on what you are looking to achieve, I can advise you better. I assume you are looking to create the de-saturated, high-grain look from the SH games? It shouldn't be too hard to do.

Yes, most of the impact in those images comes from the production design. Your props, location, lighting and costumes will be the main elements that give your film a 'look'. It's definitely worth putting extra effort into securing a sufficiently large budget for your film. Obviously it is possible to make a film without using 'proper' lights and equipment, but it is definitely more difficult to achieve the quality you need. I'm sure you know this already, but unfortunately, slapping an AE filter onto poorly lit, badly composed footage will not magically fix it. There are a lot of filmmakers out there who think they can perform miracles in post. If you want to add extra grain, or play with the saturation or colour balance of your footage, then AE is superbly suited to do that. Best thing I can suggest, is to shoot plenty of test footage and play with your lighting etc. until you get the 'look' you want.
