I use a fog machine but for fog around the ground like in a graveyard I use Dry Ice. I think that works the best but can become expensive if you need alot. But a fog machine can work just as well.

Attach a hose to the end of your fog machine and run it through a box of ice of dry ice. This will cool it down and make it hug the ground.

you can also make a filter to put in front of your camera out of glass or plastic and lightly spray it with white or grey paint (if the camera isn't going to be moving!)

for a fog i would recommend use PVC sch. 40 pipe. attach it to ur fog machine and drill big holes going long and small holes going sideways with a cap at the end. the fog comes out of the holes and hugs the ground. im doing it for halloween this year and already people are tellin me it looks creepy

I used a fog machine and it sucked..if you can afford it do it in post production with particle illusion or other software..it looks much better and you can control everything..I spent several days and $$$ trying to get the right effect and it would have been cheaper to do it in post with software.
