I assume you mean from Skyler Phalanges? That's Tom Savini's Chunks of Flesh. It's dipping latex (dyed red) painted thinly over a smooth surface, like a pane of plexiglass. Allow it to dry and then rake your fingers across it until little holes are ripped in to it. Make them cvarying sizes and then powder the whole thing with baby powder. Slowly peel it of the pane of glass while powdering the other side so it won't stick together. When it's free, blow away the excess baby powder and there you have it. It's mainly used as ripping flesh (the really stretchy and stringy stuff) from zombie bites in films like Dawn of The Dead and Day of The Dead. Before you use them, soak them in the blood for a day or so to soften them up, so they rip easier.
You can get dipping latex for $36 a gallon on Monstermakers.com. It's used to make condoms and latex gloves mainly.
Good luck and post some pics!
