e-bay is probably your best bet for a cheap camera. MiniDV are still fairly expensive though, especially as you need something decent.
Don't get a camera unless it has manual focus and apature settings, and also try to get one that does DV-In as well as out.
You can probably get something nice for around $1000 second-hand.
It's also worthwhile looking into an older format, even something like Hi-8 or S-Vhs, as long as you edit digitally. These older cameras can be pretty cheap these days as everyone is jumping on the DV hype wagon.

The thing with ebay is to use some common sense, look at the selelrs feedback rating, e-mail them and ask questions, get more info on the item. Basically, if it seems to good to be true, then it is. I have bought many items from ebay, and I haven't had any problems yet. Just don't bid more than you can afford, and be wary of those bargains from sellers with zero feedback or old accounts.

Also use paypal when paying for auctions. If the seller ends up not sending the item. You can file a paypal claim and get your money back most of the time.
