If I am trying to do a low budget full length movie. Do you think that I could get away with using 3- 500 watt each reflector lights w/ 12'' reflector, a set of color gels, dimmer switch, diffusion screens, and 2 sets of barndoors? If there is anything else that I should get that wouldn't cost a lot more?

A lot depends on what you are trying to achieve. What your shooting format is, what sort of scenes you are trying to light etc. etc.
Your best bet is to hire a decent lighting set-up from your local facility. You should probably be trying to get at least a set of blondes and a set of redheads, make sure you have a good supply of nd and correction gels, and maybe some colours too.
If you don't have a large enough budget to hire a good lighting setup, then try to minimise the amount of lighting your script requires, don't have night scenes or a lot of interiors etc.
